Teachers — how do you come up with ideas for your lesson packs?

I’ve been teaching web development for a while, mostly one-off sessions, but now I’m trying to create more structured lesson packs.

My question for other teachers:

How do you usually decide what to include in a pack?

Do you build packs around:

beginner learning paths?
common student problems?
specific tools like React, Figma, Photoshop?
career outcomes like “Build your first portfolio”?

Would love to hear how experienced teachers structure their sessions.
